Okie, so here we go:

Step 1. Open the original photo

Step 2. Dulicate the background (Ctrl + J). Then choose Filter/Texture/Grain. Change its property then click OK.

Step 3. Change the blend mode of this layer to Screen. Create the mask layer, then use the Brush Tool (B) with black and clear the lines inside the girl. So you will have something like that:

Step 4. Duplicate the background again (Ctrl + J) and under the Layer 1.

Then choose Filter/Blur/Gaussian Blur. Change the Radius to 1.5 and click OK.

Change its blend mode to Lighten and change the opacity to 50%. So you will have:

Step 5. Create a new layer at the top, and use the Brush Tool (B), choose the brush with black color and draw something like that:

Step 6. Again, create a new layer at the top and choose another brush with white color and draw like that:

Step 7. Now, the time for changing its color. So choose Hue/Saturation

Change its properties

Step 8. Too dark right, we will make it lighter by choose Brightness/Contrast

So you will have the final
