Step 1. Create a new photo (300x300).

Step 2. Fill the background with black color

Step 3. Choose Filter/Render/Lens Flare

Step 4. Press Ctrl + L, change like that

Step 5. Choose Edit/Free Transform. Hold the key Alt and resize like that:

Step 6. Double the layer (Ctrl + J) and rotate it, then change the blend mode to Screen.

So we have:

Step 7. Invert its color by press Ctrl + I

Step 8. Choose Edit/Define Brush

Press F5 choose Brush Tip Shape and change like that

So we done. Now you can use this brush for your photos. Here is an example:
